Phillips introduced a bill in the state legislature to incorporate Denton N.C. as a town. The resulting act named J. Earl Varner as mayor, with B.I. Harrison, Arthur Davis, J. M. Daniel, L.A. Newsom, and Jesse C. Morris as commissioners. Dr. A. Anderson was town physician and John F.
